Biography
José Chiu-C. Chen is a professor at the Department of Public Management and Policy, Tunghai University. His teaching and research focus on non-profit management, personnel administration reform, cross-boundary governance, and local and urban governance. He actively engages with the global public administration community and serves as an adjunct/visiting professor at The Development Academy of the Philippines (DAP) and a country expert for the V-Dem Project.
Professor Chen has held key leadership roles, including department chair at Tunghai University, president of the Taiwan Association for Schools of Public Administration and Affairs (TASPAA) in 2019, and host of the 2019 ARNOVA Asia Conference. He has also served as a consultant and committee member for multiple government agencies, NPOs, and social enterprises.
