(1) History of the Department of Public Management and Policy, Tunghai University

The Department of Public Management and Policy at Tunghai University holds a significant position in Taiwan’s public sector. Its origins trace back to the university’s Department of Political Science, specifically within the Public Administration Division.

  • 1977: The Department of Political Science was divided into two groups: Political Theory and Public Administration.
  • 1986: The Public Administration Division became an independent department, officially establishing the Department of Public Administration, offering both undergraduate and master's programs.
  • 2002: The department expanded by adding an undergraduate program for working professionals in the Continuing Education Division.
  • 2006: The department was renamed the Department of Public Management and Policy.
  • 2009: The undergraduate program for working professionals was discontinued, and a master's program for professionals in the Third Sector was introduced.
  • 2019: The Third Sector master's program was discontinued.
  • 2020: The undergraduate program was approved by the Ministry of Education to expand to two classes.


(2) Teaching and Research Development Priorities
 

       The public sector career is a very promising field. Almost all countries in the world need professionals who grasp and skillful in the field of public management and policy. The existence of these professionals will encourage the improvement of public sector governance that is increasingly professional, has integrity, and is oriented to the broad public interest. Besides, their professional ability will contribute to the advancement of public goods and public service delivery to improve public welfare. Furthermore, since the public sector runs into a volatile, uncertain, complex, and ambiguous (VUCA) environment, it requires professional experts who truly master the scientific method and can integrate various information, data, and scientific disciplines to address the challenges and dynamics of the public sector environment.  Therefore, the primary goal of the PMP Department is to conceive graduates who could perform a high level of professionalism, integrity, and excellence (PIE) as well as to generate comprehensive professional knowledge of public management and cross-disciplinary understanding.
 
       To attain the educational objectives, the PMP Department affords the design principles of the curriculum as listed below:
 Diversified curriculum design oriented on public management.
 
 Coherence and interdisciplinary arrangements served as the core of the curriculum.
 Manage the balance of theory and practice in the curriculum design.



(3) Prospects after Graduation

The impact of curriculum design prepared by this institution will construct graduate competencies following the PMP Department's basic goal of producing graduates who could function a high level of professionalism, integrity, and excellence. We are confident that the curriculum design will cultivate five core competencies for the undergraduate level, namely:

·         The ability to do policy analysis and discussion.

·         Possess independent thinking and the ability to assess situations based on ethical values.

·         Acquire a complete understanding and ability to handle public affairs.

·         Mastering basic communication skills in Mandarin and other foreign languages.

·         Hold the ability to utilize information technology and network devices.

Meanwhile, for the master level the curriculum arrangement will develop the following competencies:

·         Competent to produce policy formulation and perform policy advocacy.

·         Possess independent thinking and the ability to assess the situations according to ethical values.

·         Ingenious to develop administrative management planning.

·         Capable to conduct independent research and apply research methods appropriately.
